Recycled items don't keep their current level or amount of resources needed to upgrade them.
An item's maximum upgrade level is determined by its tier and quality. Rare and Epic items can be upgraded up to level nine, whereas common items can only be upgraded to level six. Upgrades to items are added to the item's base statistics and won't increase after a certain amount.
